IEEE PES PSRC Update

During our recent IEEE PES Power System Relay Committee (PSRC), the Advisory, System Protection, Line Protection, Relaying Communications, Relaying Practices, Rotating Machinery Protection, and Substation Protection subcommittees of the PSRC all met, following meetings of more than one hundred working groups (WG), task forces (TF), and study groups (SG) of these subcommittees. Updates from each subcommittee were presented to PSRC?s Main Committee in a session of the main committee.
In addition to hearing these updates, PSRC meeting members and attendees also had the opportunity to hear two important presentations, one by Ken Martin and another by Alla Deronja, respectively.  Ken Martin discussed Synchrophasor Measurements for Power Systems Standard IEC/IEEE 60255-118-1.  IEC/IEEE 60255-118-1 is the most recent standard in the continuing development of synchrophasor standards. This standard was prepared by a joint IEC-IEEE working group and was started in 2014 using the latest IEEE C37.118.1 version and completed in 2018. This standard covers definition and measurement of synchrophasors, frequency, and ROCOF under both steady-state and dynamically changing signal conditions. It includes criteria for certifying higher precision and wider range measurements for special applications. It also simplifies the certification process. It was published by both the IEC and IEEE standards groups.

Alla Deronja discussed the new IEEE C37.246-2017 Guide for Protection Systems of Transmission-to-Generation Interconnections covers principles of transmission-to-generation interconnection protection. The scope of the guide is to document accepted protection practices for transmission-to-generation interconnections and cover the protection system applications at these interconnections.  Both conventional and inverter-based generation types are discussed. Typical transmission-to-generation interconnections are presented. System studies are described. Protection system functions are discussed. Application guidelines are provided for tapped connections that may complicate interconnection protection.

In addition, since May, several of our committees have updates to report. The Advisory Committee is promoting the IEEE PES PSRC activities globally.  It is facilitating global outreach using tools such as webinars, tutorials, trade publications, and other similar methods. The advisory committee is also strengthening PSRC awareness by preparing technical articles as may be required for the promotion of technical committee working group activities about the art of relaying, and the work of the PSRCC. 

  • Subcommittee C reports that the PES will soon be publishing the WG C30 report on Microgrid Protection Systems.  This report also feeds into the Standard P2030.12 ?Guide for the Design of Microgrid Protection Systems? under development.
  • WG C35 summary paper of the new standard C37.246 IEEE Guide for Protection Systems of Transmission-to-Generation Interconnections is scheduled to be presented at several major relaying conferences in the next few months.
  • WG C19 has completed work on the new IEEE C37.247-2019 - IEEE Approved Draft Standard for Phasor Data Concentrators for Power Systems, which will be published shortly.
  • Several C and D Subcommittee Working Groups (WG) efforts are being used to develop the new P2800 Standard for Interconnection and Interoperability of Inverter-Based Resources Interconnecting with Associated Transmission Electric Power Systems.  This work is coordinated through the new B-10 WG composed of the involved chairs and vice chairs of the WGs.
  • Subcommittee I reports that WG I30 (Rev. of Guide for the Application of Rogowski Coils Used for Protective Relaying Purposes) IEEE-SA ballot is open to join.
  • Working Group I41 (Rev. of IEEE C37.90.3 - IEEE Standard Electrostatic Discharge Tests for Protective Relays) is looking for members
  • New Task Force ITF43 (Investigate response to USA executive order regarding EMP protection) will be meeting for the first time at the September meeting in Denver CO, USA.

Working groups, task forces and subcommittees will meet again at the PSRC/PSCC joint meeting in September 2019 in Denver, CO.  The PSRC continues to recruit additional participants to offer their expertise and knowledge in the areas of power system relaying.

Biography:

Catherine Dalton is a Strategic Account Executive at EPRI. She has broad experience in the electric utility industry. She is a Senior Member of the IEEE, and an active participant in IEEE PES PSRC. She has a master?s degree in electrical engineering (Ohio State University,) and a MBA from the University of Dayton. Previously she worked for American Electric Power, Basler Electric, SEL and Beckwith Electric.
