PES Power System Relaying and Control (PSRC) Committee is responsible for the development of standards, guides and reports covering different aspects of protection and control of electric power systems.

Our September PSRC meeting is taking place in Richmond, VA during the week of September 8, 2025. The May 2025 PSRC meeting took place in Portland, Oregon, and had a successful turnout of 220 participants! The PSRC is in sync with the PES strategic direction, to be the leading provider of the latest technological development in the power and energy industry for the betterment of humanity. Core competencies include education, standards, publications and conferences

IEEE PES PSRC Awards: The most recent PSRC awards ceremony was held Monday, May 12, 2025, at the Hilton Portland Downtown, Portland, Oregon. New Main Committee Members as of January 2025 include Brandon Lewey, Doug Weisz, and Scott Mix. As of May 1, 2025, there are 118 voting members of the Main committee. Please join us for the September awards ceremony.

Technical Paper Coordinator Report: The theme of the IEEE 2025 General Meeting, July 27-31, 2025, in Austin, TX was “Achieving Deep Decarbonization in the Electric Power System.”
Here is a summary of the tutorials and panels that PSRC sponsored or participated in.
Tutorials, Sunday July 27:
- Power System Protection for the IBR Dominated Power Grid
- Introduction to IEEE 2800 and Lessons Learned
Five panels were accepted and presented:
- Inverter-Based Generation and Loads – Challenges and Opportunities
- Wildfire Panel
- Balancing Grid needs and fault ride-through control constraints of IBRs
- Advances in Short Circuit Modeling of Inverter-Based Resources (IBR)
- Advances in Transmission Protection for High-IBR Systems
Conference Papers:
- PSRC reviewed more than 40 papers and approved 24 for inclusion in the conference proceedings and poster session
Standard Coordinator’s Report by Erin Jessup. Please refer to the Main committee meeting minutes for specific projects and status. There are currently 74 PSRC Standards related projects.
PSRC Subcommittee Updates: All of PSRC’s Subcommittees, H, I, J, K, C, D, are diligently working on numerous Standards, Guides, technical papers, tutorials, webinars, etc. for our industry. Subcommittee chairs Hugo Monterrubio (H), Angelo Tempone (I), Will English (J), Brandon Davies (K), Michael Higginson C), and Meyer Kao, (D). Please refer to the PSRC Main Committee Minutes for May 2025 for more details on all these updates.

Biography:

Catherine Dalton is a Strategic Account Executive at EPRI. She has broad experience in the electric utility industry. She is a Senior Member of the IEEE, and an active participant in IEEE PES PSRC. She has a master’s degree in electrical engineering (Ohio State University,) and a MBA from the University of Dayton. Previously she worked for American Electric Power, Basler Electric, SEL and Beckwith Electric.
