News from CIGRE Study Committee B5 Protection and Automation

Preparations are now underway for the 2024 Paris Session, which will take place

25 – to 30 August, and takes place between the Paris Olympic Games, which will be held from 24 July to 11 August 2024, and the Paralympic Games, which will take place from 28 August to 8 September 2024 (3-day overlap).

SC B5 will host two preferential subjects as follows:

  • PS1:Practical experiences and new developments of Process bus:
    • Special Reporter – René Troost (NL)
  • PS2: Acceptance, Commissioning, and Field Testing for Protection, Automation and Control Systems
    • Special Reporter – Pablo Humeres Flores (BR)

The full papers have now been reviewed and authors notified of the outcome. 45 papers have been accepted for PS1 and 59 for PS2 (including one Next Generation network submission). The Special Report is under preparation which will summarize the papers and raise questions for response at the session by way of contributions submitted ahead of the sessions.

PS1 and PS2 will be presented on Tuesday 27th August with a poster session the day before. SC B5 will also host a tutorial on the morning of Wednesday 28th August titled “Protection of the power system with high penetration of Renewable Energy Sources.”

Of the three new working groups decided at the 2023 meeting, Terms of Reference have been approved for two, and a convener is being sought for the third prior to approval. Accordingly, the following two new WGS are seeking members:

  • WG B5.84 – Recommendations and constraints for development and interfacing of virtual Intelligent Electronic Device implemented in Protection, Automation and Control Systems 
  • WG B5.85 – Protection, Control and Supervision principles of “Grid Stabilizing Generation”

The latest Technical Brochure (926) entitled “Methods for Specification of Functional Requirements of Protection, Automation and Control” has been published. This brochure presents the main treats of an informal or near-formal definition of a simplified Domain-Specific Language (DSL), informally called PacDSL, intended for the formal specification of functional requirements of Protection, Automation and Control of electrical power systems. The definition covers the basic aspects of the lexicon, syntax, semantics, and pragmatics of a typical DSL for this objective, that is agnostic to technology and proprietary solutions, aiming the needs of utilities, academics, manufacturers, and consultants. 

The brochure intends to document the need for this formalization, based on a survey among utility stakeholders, and to exemplify some possible constructs and Use Cases for this proposed language. It mainly shows its insertion in the engineering cycle during the requirement specification to be deployed on IEC 61850 and other implementation standards.

The brochure can be downloaded free of charge by CIGRE members from the e-Cigre web site and can be purchased by non-members.

Progress to complete some longstanding Working Groups remains good with a couple of groups now close to completion.

Biography:

Richard Adams is Team Leader – Engineering with PSC in UK. He has a degree in Electronic and Electrical Engineering, is a Fellow of The Institution of Engineering and Technology (FIET) and a member of the organizing committee for the IET DPSP (Developments in Power System Protection) conference. He is currently Secretary for CIGRE Study Committee B5, having been involved in CIGRE since 2003, initially as UK Regular Member, then later as a member of the Strategic Advisory Group. In 2020 he was awarded the CIGRE Distinguished Member award. Richard is married with three children and likes to get out walking if there’s time.
